From mid-July to the end of August every year, Qingdao charter demand more than doubles the shoulder season. With tourism festivals piling up, booking calls ring from morning to night and quote requests queue up in the back office. Demand is a tide and vehicles are fixed. Receiving that tide depends on resource planning done in advance. Junaiyue Fleet Resource Planning comes down to one sentence: run the numbers in the shoulder season, earn in peak season. After years of planning I have one insight: peak-season vehicles are not found in peak season, they are planted in the shoulder season. If you wait until orders hit you before finding vehicles, the price is high, vehicle conditions are mixed, and drivers are unfamiliar, all too late. How demand is calculated: tier first, then add up

Junaiyue splits peak-season demand into three tiers. The first tier is confirmed orders, with dates, head counts, and vehicle types already in writing. The second tier is intended volume projected from the same period in past years, such as how many family trips and airport jobs we took in the same week last year, estimated with about a 20 percent increase this year. The third tier is last-minute growth, a margin left for variables such as good weather, dense cruise schedules, and overlapping trade shows.

Adding the three tiers gives the vehicle tier distribution needed each day: how many 7-seat GL8, how many 9-seat light coaches, and how many 15-seat mid-size coaches and full-size coaches. Luggage is counted at 1.5 pieces per person, and when family bookings are many, strollers take their own slot. This demand table is not calculated once. It updates on a rolling daily basis: today we check the vehicles for the day after tomorrow, tomorrow for the day after that, and the closer the date, the firmer the number.

Guessing is the worst way to calculate demand. In early August one year we estimated from historical data, but the Qingdao Beer Festival and summer study tour groups collided in the same week, and a gap in 9-seat light coaches suddenly appeared. Since then Junaiyue has put festival calendars and trade show calendars into the demand table, marking overlapping periods in red and raising the reserve accordingly. The finer the numbers, the calmer the peak season. That lesson cost Junaiyue real money.

Reserve vehicles: 20 percent in the shoulder season, 60 percent in peak season

Once demand is calculated, the next step is vehicle sources. The Junaiyue own fleet is the base, but in peak season own vehicles alone are not enough, and the fleet should not be scheduled to 100 percent. Our standard is to keep 20 percent reserve in the shoulder season and raise it to 60 percent in peak season. It sounds extravagant but it is what keeps us alive: vehicles need maintenance, drivers need rotation, and urgent jobs need cover. Only a 60 percent reserve can sustain the pace of peak season.

Partner fleets are the backstop. Junaiyue keeps long-term ties with several reliable partner fleets whose vehicle types complement ours, locks their availability a month before peak season, and puts vehicle condition standards, driver standards, and settlement terms in writing. Using a partner vehicle is not a matter of pulling one in and sending it out. Before departure the route sheet, stops, and client requirements are briefed the same way. The client experience must not be discounted just because the vehicle is outsourced.

Partner fleets need nurturing too. When bookings are light in the shoulder season, Junaiyue also passes some overflow jobs to partners, so both sides get fully used to each other while things are quiet. Drivers learn the routes and dispatchers know the people, so when peak season comes the support does not feel thrown together. Unused reserve resources must be kept warm. This investment looks idle in normal times, but in peak season it is a lifeline.

Rolling daily scheduling: reconcile the numbers every day

Planning is not a table set at the start of the year and used until December. Junaiyue scheduling rolls daily. Every evening we review how the day actually went: how many vehicles were used, which type ran short, which type sat idle, and then we revise the forecasts ahead. If 9-seat light coaches are tight for several days running, the 9-seat pre-scheduling for the next week goes up. If family bookings exceed expectations, the stock of child safety seats rises with them.

The benefit of rolling scheduling is that mistakes do not last the night. A forecast deviation from one day is absorbed the next, instead of building up and exploding mid-peak-season. For example, if 15-seat mid-size coaches run at only 60 percent for three days, Junaiyue pulls back mid-size coach pre-scheduling for the following days and moves the freed budget to the tight 9-seat pool. One out, one in, the total is unchanged and the hit rate goes up. More than 80 percent of Junaiyue peak-season orders get a definite vehicle and driver the same day the client books, and the remaining 20 percent are confirmed within 24 hours at the latest. That is what this daily reconciliation delivers.

In peak season you must also be able to say no

However thorough the planning, there are times when we cannot hold. On the most crowded weekends in August, if demand exceeds capacity, Junaiyue explains this to the client in advance and suggests a half-day shift, or we propose adjustments to plans we would advise clients to drop, such as cramming Mount Lao and the downtown into one day. Taking a job by force and then failing looks far worse than being honest from the start.

A capacity limit is not a weakness; being open with clients is a strength. In recent years more and more repeat peak-season clients have come back precisely because they know our promises are counted out from vehicles, not just said.
