To judge whether a company is a real tour fleet, three things are enough.
Whether the vehicles are registered to the company. With owned vehicles the condition and insurance are under the control of the company and the vehicle list is stable; a fleet that relies on pooled sources has to turn bookings down in peak season when no car can be found. Business and inbound clients care about punctuality, presentation and flexibility; their itineraries often include last minute extra stops and fixed times, and the service standard is finer than on an ordinary tour booking.
To judge whether a fleet really has the ability, a written quote is more telling than a sales pitch.
